The fuel consumption would not be the quantitative reference, i.e. benefit and product, of the process; if you are able to define another product of the transportation than tkm, then this is of course possible. Some transport processes in the environmental footprint (EF) do that, and they are even unit processes, and thus quite useful (even though being EF data ;)). You can use these as cheat sheet.
