You are referring to the ecoinvent implementation of EF 3.1, what would be called the "ecoinvent methods". In the past, these methods remained as original as possible to always match the results from ecoQuery with exactly the same method implementation. In ecoQuery there is no normalization and weighting results und also in the LCIA methods manual from ecoinvent you will find the hint that:
"ecoinvent implements the CF up to the endpoint reported by LCIA method developers. Transforming endpoint impact scores to normalized and weighted scores is a straight-forward operation, involving only multiplying or dividing scores by the normalization and weighting factors provided by the method developers. This task is left to the users, allowing them to choose the most appropriate sets and test the influence of this choice on the conclusions of their LCA."
You can find the normalization and weighting factors in the openLCA methods package, or you can quickly add them manually in openLCA with the original numbers from the JRC https://publications.jrc.ec.europa.eu/repository/handle/JRC130796 (takes 5 Minutes) and this report was released after ecoinvent 3.9.1, or you can wait for our soon release of ecoinvent 3.10 where we also added the normalization and weighting factors for EF 3.1, since more and more practitioners are using this method now.
The adding/implementation of normalization and weighting factors is a quick copy and paste of numbers into openLCA and normalization/weighting also comes with some pro and cons for using such aggregated single scores.
