The clean fuel regulations SOR-2022-140 states that the baseline carbon intensity for diesel is 93 gCO2e/MJ in Section 5(3), for the purpose of creating a CO2e-emission reduction project does the regulation say we use the baseline carbon intensity for diesel to acquire credits and then lower it through emission reduction activities or is the baseline to be used without further reduction.
