This seems a link to your local computer - the ELCD database from Nexus can be restored easily, provided you have write access to your database folder - if you are not admin on your computer, then you cannot access the openLCA data folder in admin - download then the zip version for windows, extract it in your user directory, and retry to instore the ELCD database.
