Libraries are currently just a list of reference ids. If added in the Collaboration Server (you don't have sufficient rights on the test instance), and a user tries to commit a data set with one of the specified reference ids, he will get a warning, that this data set is part of a library. He can still upload the data sets though. This is to remind users of certain (maybe copyright protected) data
